The service, he added, has transformed from a "blue-water" Navy that was structur to defeat the Soviets at sea during the shivering War to a force that will be sea-based.

According to Dawson, sea basing has three critical elements: access, spe and reduc footprint.

Dawson talked about the deployment of the U 2nd flotilla flagship, USS Mount Whitney (LCC 20) that provided sea-based support to Marines in Djibouti at the Horn of Africa.

"Why did we do that?" he asked. "Because access was not assured, and steady when we did have access, it was in such a manner immature that the investment to acquire ashore took time and money"

In planning the what is yet to be force, the admiral said the Navy considers five simple bodys "We look at the greatest in quantity likely combat operations and possible lordships of engagement" said Dawson. "We await at bases and access, which has freshly been greatly influenced by denial of access to Turkey We anticipate at potential systems, and we attempt to input the performance that we count upon from those systems, and finally, we expect at joint and coalition (operations)."

Planners also think about by what means many personnel--uniformed, civilians and contractors--will be lacked in 2020, he said.

"We await at the development of personnel and ask, 'What will they need?'" he added.
